Editorial & Consumer Research Office

We research the difference between eligibility, device offers and marketing claims.

freeipadgov.com publishes consumer-focused research about Lifeline, SNAP, Medicaid, student technology access, carrier tablet promotions and low-cost device programs. Our job is to make the route, source, cost and limitations visible before a reader shares personal information or commits to service.

Our mission

Make complicated benefit and device searches easier to verify.

People often arrive through a phrase such as “free government iPad,” “free iPad with EBT,” “Medicaid tablet,” or “carrier free iPad.” Those phrases can describe very different things. A public-benefit program may establish eligibility for communications support. A carrier may be running a commercial device promotion. A school or library may be lending hardware. A nonprofit may have a limited refurbished-device program.

We separate those layers so readers can identify who actually provides the benefit or device, which rules apply, what documents may be required, and what costs can remain after the word “free” appears in an advertisement.

What every guide should answer
Who?Which agency, carrier, school, library or nonprofit is responsible?
What?Is the benefit service support, a device, a loan, financing or bill credits?
Who qualifies?Program participation, income, enrollment, ZIP code or account requirements?
What does it cost?Service, taxes, activation, co-pay, shipping or cancellation balance?
Where is the source? Can the reader confirm the rule on an official or primary-source page?

Editorial standards

Primary sources first, commercial claims second.

For federal communications assistance, we prioritize FCC and USAC materials. For SNAP and EBT facts, we use USDA Food and Nutrition Service resources. For Medicaid program facts, we use Medicaid.gov, CMS or state Medicaid agencies. For carrier promotions, we check the carrier's current public offer, device and plan pages.

When a claim comes from a provider or commercial promotion rather than a government program, we identify it as a provider offer. We also separate currently active terms from historical programs, such as the Affordable Connectivity Program, which ended June 1, 2024.

Source hierarchy
  1. Primary government and program administratorsFCC, USAC, USDA/FNS, Medicaid.gov/CMS, state agencies.
  2. First-party provider termsCarrier device pages, plan pages, promotional terms and support documents.
  3. Institutional sourcesSchools, libraries, colleges and named nonprofits running the program.
  4. Secondary reportingUsed for context, not as a substitute for available primary terms.
Our publication workflow
1. Intent reviewIdentify what the reader is actually trying to obtain or verify.
2. Source checkLocate current primary rules, eligibility and offer terms.
3. Cost checkSeparate device price from service, taxes, activation and bill credits.
4. Specialist reviewRoute regulatory, education, health-navigation or benefit claims to the relevant subject-area reviewer.
5. Date stampShow publication and update dates where freshness matters.
Editorial independence

We are not the government, a carrier, Apple, or an eligibility decision-maker.

freeipadgov.com is an independent educational guide and consumer resource. We are not affiliated with, authorized by, endorsed by, or connected to the Federal Communications Commission, the Universal Service Administrative Company, USDA, SNAP, Medicaid, Apple, any wireless carrier, or any federal, state or local government agency.

We do not determine Lifeline eligibility, approve SNAP or Medicaid benefits, guarantee device inventory, select giveaway winners, or promise a specific iPad model. When a provider promotion is discussed, the provider's current terms control the transaction.

What independence means here
Government-program facts are linked to official sources.
Provider promotions are labeled as commercial offers.
Historical programs are not presented as active.
Specific iPad models are not guaranteed without current terms.
Corrections can be sent directly to our editorial desk.
Corrections & updates

Program rules and carrier offers change. We expect pages to change with them.

If an official source changes a qualifying program, income table, device price, bill-credit term or application process, we review the affected page and update the dated language. Material corrections are prioritized when they could change a reader's eligibility decision, cost estimate or understanding of who runs a program.

Send correction requests with the page URL, the specific statement and a primary source supporting the change. Our editorial desk can be reached at [email protected].
